Viet-Cong Strategy of Terror 1/2

Abstract: As this is being written, early in 1970, the so-called Viet-namization process is well under way in South Viet-nam. What is going on is the assumption of responsibility by the South Vietnamese for all aspects of the war, accompanied by the orderly - but not precipitous - disengagement of U.S. military forces. Only as this process reaches its conclusion (and no mal) now knows, exactly, when that will be) will one be able to assess the degree to which the coherence of the social structure in South Viet-Nam, including both civil and military elements, has been retained and strengthened in the face of the communists' persistent efforts to reduce it to chaos.
