Iraq Reconstruction Data
ESOC Project's data on reconstruction projects is a subset of the ESOC Iraq Civil War Dataset (Version 3). The reconstruction data is generated from the U.S. Army Corps of Engineers Gulf Region Division’s Iraq Reconstruction Management System (IRMS). The data provide information on different construction projects between January 2003 and December 2008, including the type of project, construction time and amount spent on each project at the district/month level. The data include all U.S. reconstruction spending except for about $8B not tracked in 2003.
Users of the data should cite the article in which the data are first presented: “Can Hearts and Minds Be Bought? The Economics of Counterinsurgency in Iraq,” in the Journal of Political Economy (2011). See Readme and Codebook for further details including the list of variables and corresponding descriptions, and citation policy.
